Walkthrough[]
First, talk to Halt and ask him if he has any quests for you. He will tell you there has been a rebellion. The rebels are lvl 10 farmers. Halt will tell you they are blocking all roads that go from Varrock to Lumbridge. He will tell you to go speak with Duke Horacio. Since the roads are blocked, the fasted way to Lumbridge is by using teleportation. Once you talk to Duke Horacio, he will give you the order to kill the rebels. He will send some level 21 Varrock Guards to go with you to kill all rebels. The guards will take on the regular rebels, so go look for a tent. Inside is the Rebel leader, who is level 40. Kill him to complete the quest.
